On phone so can't post power (sorry) but questions:
1. If Gordon was say next to a Carrier could he be carried when given the power action to "Get these men into position".
A.Sub question: Would he then be able to take HIS FREE move action after? Or would it have to be before?
2. Golden Age Batman's rooftop to Rooftop allows a free mov action if he's on a boundary line of elevated with no action Tokens. If Gordon was given a power action to give the now tokenless Batman a free move action to move onto an elevated rim would he be able to move again? Id think not simply because (multi attack aside) you can't be given a free action twice to do the same action (That is moving). Howvere I wonder/forgot if it was ok when given from two separate powers.

I see no point in carrying him, since the standing rule is no actions after being carried.
And the guy carrying him would reduce movement to 6.
Unless of course you wanted to breakaway.
I am interested to know if he could be carried after giving himself the power action.
I would think he could be, since it's your turn and you are moving Gordon and someone else, but you defintaly cannot give anyone an action after being carried. The only exception is darkseids SP

GET THESE MEN INTO POSITION!: Give Lt. Gordon a power action; you can immediately give him and up to two adjacent friendly characters who possess a team ability or keyword possessed by Lt. Gordon a move action as a free action, replacing all chracters' speed values with Lt. Gordan's unmodified speed value.
They must immediately be given a move action. However, the active player may choose the order of simulaneous events. So I see no reason why you (the active player) couldn't choose to first Carry Gordon (using the immediate free move action of the adjacent character) and then use Gordon's free move action.

Rooftop to Rooftop: Batman can use Leap/Climb. Once per turn, if Batman has no action tokens, he can be given a move action as a free action if he ends his movement occupying a square of elevated terrain on the rim.
That would the same effect. Batman can only move once per turn as a free action. Either once with this particular trait or once via Gordon's special power, but not both.

The reason he can move is because being carrying prevents you from taking a non-free action. The move he provides in the power is a free action, which is fine to take.
And yes, all normal rules for movement apply. If you are in hindering, you halve your movement. If you are carrying, you modify your speed by -2. So you could have a 2 movement.
This ruling brings up new possibilities:

You give gordon the power action and have spiderman coppy the police team ability. Now the first move action Gordon moves in place. Then spiderman copies the underworld team ability to carry the joker over to Ra's.
As my last action can I have the joker pick up Ra's and spiderman (50 points) and carry them back to Gordon?

The characters given the free actions to move have to possess the keywords or team ability, and wild cards do not possess the team abilities they copy. I don't think there is any Spider-Man that qualifies.

This could be a very powerful ability indeed.
Nothing prevents a character that has carried earlier or has been carried from being carried, as long as they can normally be carried.
I think having Cosmo wildcard into underworld, carry Joker as Sgt., then having Joker as Sgt carry both Cosmo and Ras would work. Keywords for Gordon's SP match up, the Underworld stuff seems to be in order.
follow up question, can i still give those characters moved via gordon's SP their regular move actions for that turn? i would like to think yes, just want to check with you guys.

They were given a free action, so they can take any regular, non-free action they could normally be given.
Can a character granted a free action through Gordon's special power carry another character? For example, could Dr. Strange carry two-face harvey as a free action and then again as a regular move action?
