Collosal Size: (NON-OPTIONAL) Characters with the and symbol do not block lines of fire to or from this character. A character with this ability ignores the effects of hindering, elevated, and outdoor blocking terrain on movement. This character can’t be knocked back and can make ranged combat attacks against non-adjacent opposing characters when they are adjacent to opposing characters.
This character and a character on elevated terrain draw line of fire and make ranged combat attacks against each other as if they were both elevated, but terrain effects still apply normally. This character can make close combat attacks against elevated characters, even when this character is grounded.
This says they can ignore outdoor blocking terrain on movement.
1) Can they stop on top of Blocking Terrain?
2) Can they be on two buildings at the same time. For instance some maps have building with spaces between them, but are the same height, can he be moved ontop of both, even though there is a space between buildings?
3) Can one part of the base be on a different elevation then another?

Any game effect resulting in two or more characters occupying the same square, or characters, terrain markers, or objects occupying a square of blocking terrain, is prohibited (except for Debris markers, see Terrain p. 11).

4) When using a Multi Attack, and using RCE. The +2 is added to the -1 modified damage by the multiattack, correct?

1. No. The rule of occupancy prevents that.
2. No. All parts of the character's base must be on the same elevation.
3. No. All parts of the character's base must be on the same elevation.
4. Yes. You add all modifiers to get the total. A +2 and a -1 means the character will have a total +1 to its. damage value.
*For 1-3, if you're playing a colossal figure that has a separate rules sheet (such as Spectre or the original Galactus) make sure you read the individual rules sheet for that character. Some of them have special rules that let them treat all squares as clear grounded terrain when they end their movement, so they actually could do the things you ask about. But that's a function of their special rules, not the great size ability.
Also, looking at the text in your post, that is not from the current rules. I'm going to guess that's from 2010 or prior. I highly recommend downloading the 2012 rulebook and Powers and Abilities Card from www.heroclix.com/downloads/heroclix-rules .
