Now that you divide up the damage, if you've got a guy with 2 arrows that only does 1 damage, does that mean that he can't attack two guys anymore. Because before it was just one per target...this way seems more practical, just looking for clarification.

Well you can choose two targets, but only do one damage between them. About the only good use for this is having a primary target and a backup. Go for a figure with a high DV and deal the damage to him if you roll well enough to hit him, and then pick a second target with a low DV so that even if you miss your primary, the attack wasn't totally wasted.
Yep....figures like Hawkeye have become completely useless with this new rule. Unless you want to enhance, Shield TA, or perplex up his damage with a few other characters. I like dividing up the damage but the restriction it put on a few figs makes this the only "new" rule I dont like.
