1. When you attempt to break away, does that give the character an action token? and if they break away successfully and move, can that move include Charge or Running Shot as the move?
2. With powers that are free actions (Outwit,Perplex,etc.) can you use them multiple times in one turn and on the same character (not exceeding your action total) and then also in consecutive turns? Such as you outwit a character's impervious one turn, can you do it again the next turn as well? I think you can I'm just making sure.
1) Yes, to break away normally it will take an action and a token. If you are going to use charge/running shot you should declare it before rolling the break away.
2) An individual character can only use a specific free action once per turn. But multiple characters can use their outwits/perplexs on one character. Yes you can keep countering the same power on a character each turn.

You do not simply roll for break away and then do something if successful. That is one of the most common...and most annoying...mistakes people make in this game.
You attempt to do something and then roll break away if necessary. If you want to use RS you don't break away until after you have declared the RS.

You know, this reminds me of a conversation I was having. How do we reconcile the 'free action once per turn' with the standing ruling on things like Perplex and Outwit that are granted from a Special Power, and come from having the actual power.
For instance, I know it is a standing ruling that when a figure has Outwit via a Special Power, uses it, then say takes Mystics damage and gains regular Ouwit, that they can use it again.
Shouldn't this fall under the "free action to activate an effect, only once per turn" clause? They are both the same free action, are they not?

It does indeed fall under that rule. Those old combos no longer work.
This came up in our IG8 event. A player used the counter top display Space Phantom and outwitted my outwit. By outwitting my outwit he gained another use of the power but he couldn't use it because of the same free action once a turn restriction.
