Totally up to your judge, as Highlander isn't an official rule, and has several interpretations. At our venue, as it is 2 different set numbers, it would be allowed.
Also, it's 2 different people. One's an Inhuman, one's a Skrull imposter.
It depends on who is running the venue. I would vote no due to them being two different pieces represented by two different characters. Ask your judge because Highlander Rule is not actually sanctioned by wizkids, usually it is a house rule.
Since highlander is a house rule, it is really up to your venues judge on this call. As for our venue, they are both different characters so it would be allowed.
last time i checked highlander referred to real names on the cards. Since the skrulls one is a clone and a very good copy, it still isn't the same person as the original black bolt.
Yes you can play both, but like most said... ask your judge
....The most confusing thing is the thing you are confused about....
Plus, being that there can be multiple Skrulls posing as said character the highlander rule doesn't make sense. So you should be able to run multiples of the same figure on a team.

All 3 venues down here and at 1 it would be allowed, another it would not and the third I'm just honestly not sure.
Not a huge fan of highlander rules. I get their purpose, but fortunately we play with a lot of great guys/gals down here and I don't think it would be a big issue.
