Seems to me that this guy takes what CA Nightshade does and amplifies the usefulness tenfold. The ability to give injured or weakened friendlies the chance to not only charge an opponent, but to pick up an object on the way or Quake when they get there can be game-changing.
I could see a mad scientist team with him, the Hank Pym Wasp and Nightshade to give someone Charge, SS, Quake, Blades (really not needed if there is an object), Battle Fury, and Exploit Weakness to ignore everything except Super Senses.
How is this guy a rare. Sorry I am just having a hard time justifying 89 points for outwit giving someone charge and ss and even stopping your own characters from perplexing/outwitting it should have at least been only opponents. It would be worth it if there was no unavoidable damage
In a game under 500 points, he can be hard to justify. In a larger game, his Scientist Keyword and Monster Man Serum could really let his Science buddies lay some smack down. The trait is upsetting, as is his Mind Control killing him. I can see a Researcher being turned into a Monster and using Charge/Quake with a now 2 damage to go and clear out a crowd. Once you notice the subtleties of the power, it makes a lot more sense. Not a game winner by any means, but Hugo can make some crazy things happen on a map. Quake is better on cheaper figures with a locked 2 damage, and Hugo can give Charge/Quake to a pog. If Tarot rolls 11-12, she can use Penetrating Quake after dealing Penetrating to the crowd. I'm thinking of this stuff as I go and loving it!

A tad bloated, especially since that trait will do your team more harm than good, as he practically has to be in the battle to stop those powers on the frontline foes. What more, most support pieces who have Perplex or Outwit will be well beyond 4 squares away from the main front, so that means he has to pass the battlefield and make it to the enemies' back ranks to have his trait be of any use. If it prevented characters within 4 squares from being affected by Outwit or Perplex, it would be a totally different ball park, and he'd be well worth his rare status.

The trick seems to be finding a way to triangulate the TA with the Keyword selection in a way that force multiplies the serum power. Choose one of the above strategies and options abound for Golden Age play - AA Multiplex Scientist Swarms, Mind Control Batman Enemy AV combos, etc. However, once you insist on activating all of his assets the options begin to evaporate. Here's hoping the remainder of the set fills out those new Gotham based keywords.
@ oleandervine: use him with some Hydra folks (a lot of scientists there) with their Deep Science Division ATA and all of a sudden has a 2 square zone where they can use outwit. Imagine AVM Red Skull uncommon activating Doomsday Device and then being made a Monster.
