I'm siding with TheFreak. But I'm subscribing to find out for sure.
I say they would both activate at the same time, so it would go down to the active player for order of effect. But, if one is successful, the other would not activate as the character is no longer in the state of being KO'd.

I agree that this is less about could, and more about would.
Since you cannot opt out of Pheonix's ability, use that one first. When she is Ko'd again, Use Sinister's ability. Healing her at the same time as reviving her is a waste. Whatever healing results you get from Sinister won't be enhanced by playing them in conjunction with her own ability.
It's far more strategic to use them on separate occasions so as not to waste them and make your opponent use up actions KOing her all over again.
