If the LE Con Dr Fate went up against for example the Dark Phoenix from the Marvel 10 anniversary, would Dr Fate's trait prevent Dark Phoenix from using The pulse wave/TK special power, including the last special defense power?
Can you please Quote the powers in question, since one figure is not released and the other is hard to come by.

Seems pretty straight forward to me. Dr. Fate says no to all special powers that require an action. The defense power doesn't require Phoenix to take an action, so Dr. Fate doesn't negate it.
Also a follow up question, does this apply to the John Constantine from the DC52 set since his special power prevents the opponent to use PC?
Him using prob control is not an action, so it will not effect his power either.
