Hello guys! First, I want to say that I'm a brazilian guy, so I'm sorry for the mistakes in the language.
Said that, I have a question about Dr. Manhattan Scenario (025 - Convention Colossal figure) - A Thousand Suns. I used the search forum and I didn't see anything about this question.
The scenario rules for combat are:

Dr. Manhattan attacks only when he takes damage. Immediately after a power, ranged combat, or close combat action is resolved from which Dr. Manhattan takes damage, Dr. Manhattan takes an action. The dial used to take the action is determined using Dr. Manhattan's Aspect Dial, as explained in the "Aspect Dial" Section of these rules. This action must target the character that damaged Dr. Manhattan in the previous action, if possible; otherwise the action will target the nearest opposing character he is able to target. The action can be a close combat, ranged combat, or power action.
Whenever Dr. Manhattan takes an action, the player to the left of the player whose character damaged Dr. Manhattan rolls the dice and determines the effects, if any.
Dr. Manhattan always uses any powers showing on his current combat dial against the target, if possible.
CLOSE COMBAT ATTACKS. A close combat attack from Dr. Manhattan targets all adjacent characters. Make a single attack roll
and compare the result to each adjacent character's defense value. You can divide Dr. Manhattan's damage value any way you choose among the
successfully hit targets, but at least half of Dr. Manhattan's damage value (rounded up) must be dealt to the character that damaged him.
RANGED COMBAT ATTACKS. Dr. Manhattan can target multiple characters with a single ranged combat action; if he does, at
least half of his damage value (rounded up) must be dealt to the character that damaged him, if that character is successfully hit.
Dr. Manhattan's powers and abilities cannot be countered.
Dr. Manhattan is not affected by knock back.
Characters and terrain do not block or hinder lines of fire drawn to or from Dr. Manhattan.
The Aspect Dial rules:

ASPECT DIAL
When Dr. Manhattan is attacked by an opposing character, the Aspect Dial determines which of Dr. Manhattan's dials will be used when he makes
his own attack. After the opposing character's attack is resolved, roll 2d6. If the result of the roll is equal to or greater than a number shown on the Aspect Dial, the attack is made by the dial indicated next to the slot; if the result of the roll is equal to or greater than multiple numbers on the Aspect Dial, use the highest result only. If the dial that is supposed to make the attack has been defeated, the attack is made by the next lower dial.
TURNING THE ASPECT DIAL. At the beginning of the game, set Dr. Manhattan's Aspect Dial to the green starting line.
After an attack by Dr. Manhattan is resolved, turn the Aspect Dial a number of slots equal to the damage dealt by the attack (or the highest damage dealt to a single character by the attack.) The Aspect Dial can continue to turn past its starting position and has no end.
LEAVE ME ALONE! If the is on Dr. Manhattan's Aspect Dial after it has been turned, immediately resolve his LEAVE ME ALONE! special power, as explained on his character card.
Reading this, I have a few doubts:
1- The "Aspect Dial" says that Manhattan makes an attack after an attack made by the opponent is resolved, it's different from the combat rules for the scenario: The combat rules says that the action is taken only when dr. manhattan takes DAMAGE. What do I use? The same question about the timing: He makes his action after the ACTION of the opposing figure is resolved (combat rules) or after the ATTACK (aspect dial rules)?
2- Does he really make attacks/actions ONLY when he is attacked? The scenario says nothing like "If the opponent makes no attacks, Dr. Manhattan can attack". Does the opponent really have free turns???
3- In reality, the scenario does not says Dr. Manhattan can make actions when it's your turn (like free actions to use his outwit). Does he can make his own action during his turn (free or non-free action)? If he can't, the scenario can be broken with a HSS piece that attacks and goes behind a wall, for example and that's not cool.
Not completely sure, but I believe if played as part of a scenario, he does not get his own turns, and only gets actions when he takes damage. Note your last concern about someone with HSS hiding behind walls, the last line about Ranged Combat Attacks states that terrain does not block or hinder LoF drawn to or from Dr. Manhattan, so he wouldn't be able to hide from Manhattan behind walls.

Hum, ok, he can ignore walls (and every terrain) on the map, fine.
But I still want to know if does he have his own turns and if does he can make actions on them... and when does he can make his actions, if it's after an attack on him, or after the action. (and if it needs to damage him...)
