I'm not sure how the PG was worded when this was last addressed:

Since the current PG under team abilites says (in the Morlock entry) see ATA section, if you have a theme team that has some figs with and some without the TA, do you HAVE to assign the ATA, since in some occasions there are no points left, or do you ignore the printed TA on those that have it, or is there another option I'm missing?

The printed symbol only allows for a discount for the ATA. So if you can't fit the ATA on the characters without the symbol, then you can't get the ATA even on the guys with the symbol.
