The only balancing mechanic for the character is the fact that he can't blast you away when he has action tokens. Lt. Gordon solves that problem.
He is too powerful for 89 points, most especially with Lt. Gordon running around now.

i completely understand your distaste for it. i had a mini tournament last weekend and a blinding team of bane 100 pts two-face 65, and joker henchman #1. everytging was going great, id white washed my first opponent without takin a click except pushing damage. but deadshot here nearly nobbled bane, thanks to henchman i was able to gdart out get behind cover and regen. sacrificed the henchman to do it. but it was as good as over. he was in my head. i couldn't think straight. when they get you like tht might aswell just let them win.

who would you rather not see him with? gordon or deathstroke. personally id say deathstroke..
the other thing with deadshot is and i think someone's already touched on it but he's so dam intimidating your other clicks can be runnin around like puppet master dolls and your opponent would barely notice.
Might have to bust him out with the new rules. He can now have a 14 attack on the first click for 2 penetrating? Yeesh!
Yup, and now he is much more useful after his first 2 clix with dual target EE with RS. Before he was very glass jawed, but now he's useful longer, which makes him even scarier.
One of my favorite figures when it comes to casual game. In the right circumstances can be a total pain to deal with. But sadly, when againts a figure that ignores hindering terrain or a one with enough move to get adjacent, that becomes a problem. His defense value is bad in those moments.
