Count Nefaria makes for a decent Dracula stand-in. Then there's Mister Hyde, Solomon Grundy, Kid Devil (or pretty much any figure with "demon" or "devil" in its name), and just about every figure with the BPRD TA.

Could try morlun and 3 man bat assassins (300 points mind) then you can fill the gap with as many morbius and man bat assassins as you can fit. Should make it easy for a monster keyword team and you have a hoard of "vampires"

You could run the power pack and leech (the kids going trick or treating), doom and ultron (stern parents going to their own adult party while the kids are out). You could fill in with scantily clad women (most
Necklines plunge at Halloween) and over dressed men (head to toe costumes with masks).

Or perhaps run the card gang from golden (no clue what their actual name is but it includes ace, jack, and eight).

Or have a zombie party.

If there are kids trick or treating they should have a regular looking adult like Peter Parker, Clark Kent, or maybe Bruce Wayne. Then you could use their AE ability later in the dial.
