So with the right pilot, this vehicle can not only hurt Galactus, Sentry/Void, Thor, Superman, Nightcrawler, Thanos, Anti-Monitor, etc., but it can also keep them from moving away? If Jim Gordon does not reach Heroclix meme status from this, then there is something wrong with you people.
I truly don't know the love for this piece. It is just not as useful as I think others see it. I don't see all these theme teams making use of it, but I do think it could be really useful as an ultra heavy object after it gets blowed up =D
That's pretty nasty for the points. Penetrating damage and the ability to keep a figure from going anywhere are a little crazy. Well worth the points. The PD ain't messing around with this vehicle.

I don't see all these theme teams making use of it, but I do think it could be really useful as an ultra heavy object after it gets blowed up =D >> Not only does Hypersonic, Leap/Climb, Phasing/Teleport, etc, NOT ignore opposing characters, but since GCPD Cruiser has Plasticity, opposing figures have -2 on their Breakaway roll. I would have to review the Rules Forum to verify if opposing characters who automatically Break Away are affected by CUFFED TO THE BUMPER, but my initial opinion is they are NOT affected: nowhere in Break Away does it say figures IGNORE other figures.
Ugh. This is gonna get abused a lot, especially in low-point games. If you run ANY sort of tentpole against it you have to decide between killing it (which you can't do in one shot... 68 points!) and these: A) Taking an automatic penetrating click and letting your opponent place you. Which is always terrible. B) Getting tied up regardless of your breakaway powers. C) Getting perplexed by it. WAIT NO HOW BOUT ALL THREE????

Love love love the piloted abilities, especially since the first one requires the Gotham City keyword, which means that it encourages your villains to do some grand theft auto and for only 68 points, anyone can enjoy a joy ride in a cop car. I only wish there were more named units for the less generic pilot ability.
Any character that isn't a vehicle or can use Battle Fury can pilot it. You just can't use the piloted abilities without the prerequisite keyword or team ability.
Clear the streets is a broken power. No attack roll needed, no shape change, or defense power, nothing. Watch it trash so many teams today. And 11 damage to get rid of it is brutal.
They must have deliberatly costed the piloted GCPD cruiser at 68 to prevent Mistress Death from driving it in a 300 point game. Though that would be an amusing visual image, you get run over by a police car only to have it screech to a halt and Death herself walks out.
