"ROLL: Using a die or dice to determine a random result. All dice must be rolled together when more than one die is needed."
That prevents rolling one then the other.
If you think about it, then it also stops the re-rolling just the cocked dice or one that falls off the table.
If a roll is only legal when both are rolled together, then if one dice is unreadable(cocked or on the floor) then both dice must be rolled together again.

Unfortunately the Glossary is not considered official rules text. It even has a disclaimer at the start stating this.

I'm not sure it would clearly address this even if it was rules text. You could make the argument that if only one is cocked or off the table then only one is "needed" for a result. It would be nice to get the Dice Etiquette back in the tournament rules at least. On the other hand, I'd like to see a lot added back to the tournament rules, like the things that used to specifically be defined as cheating or cause for DQ.
I can explain it to you, but I can't understand it for you.

"In this section, you’ll find a summary of various terms used in the rules for HeroClix. The actual rules text within the rule book may provide more detail for some of these terms and should be used if the descriptions are in conflict."
The disclaimer doesn't seem to say that the information is unofficial. To me it says that the information is a summary and that if it conflicts with something in the rulebook, the rulebook wins.
Is there somewhere within the rulebook that says how dice must be rolled that conflicts with the glossary?
If the glossary is meant to be unofficial, and not merely to lose in a conflict, then that statement should probably be updated.

I thought there was, somewhere, a statement to the effect of "the glossary is for reference only and should not be considered rules text" but I can't find it. Weird.

my venue does this if both dice landed on the table and one is cocked you reroll the #### if one dice goes off the table both get rerolled period.i like this it prevents trailing while still being fair to those who simply roll their dice

I'm trying to figure out what the censored word was. But don't tell me unless it was misspelled.

He forgot the ed.
and which line in the rulebook says the glossary is unofficial? The only one I found is that it says if it conflicts with the rulebook the rulebook wins.
