Yep. He has the Flight ability, but the Dolphin symbol. He actually can't carry anyone as he doesn't have the ability to do so.

Thanks ... I totally missed that Flash has an 8 range. That piece is just mean as hell.

1) Namor charges to R14. Flurry AV 11 on Flash DV 18. Shape Change for Flurry 1: 2. Attack roll: 5,4. Hit for 4 damage. Flurry 2: 2,1. Inconceivably, Flash gets perplex back again and an 18 defence. No wonder everyone chased that piece.
2) Armor to Q14.

Clear the rest. Protected on damage dealt to Namor.
