Are ships considered characters such in the case with

ENERGY DISSIPATOR: Gor Portas can use Outwit, but only to counter Impervious, Invulnerability, or Toughness; when it does, the same power is countered on all opposing ships within 5 squares of Gor Portas until your next turn.

Say i use this to outwit spidermans toughness. would other characters in the 5 square radius be affected by this outwit? Or does it only affect star trek ships, thus making the ability virtually useless unless you are playing straight star trek stuff
