So, with this clarification in the Player's Guide 2013: That Characters are removed from the battle map Are Not Affected by any game effects and may not use Their Own game effects except as stipulated by the effect removing them from the map.
What happens when character with Utility Belt make a any non free action and before the end your turn this character is pilot the any vehicle. this character must roll d6?
The answer is the same?
No it would change with the Player's Guide. They cannot use any effects when off the board unless you are told to specifically, so that would include rolling for resources.

The only part of the trait that they will not be allowed to use is the indomitable, all other parts of the Trait will still work.
