I've recently gotten back into Heroclix after many years of being away;

I was lucky enough to pull a brother voodoo after hearing how great he is for the point value, and I'd like to play him in some upcoming games. Before I do so however I wanted to clarify a few things about his abilities:

MY SPIRIT BROTHER POSSESSES YOU: When Brother Voodoo has exactly one action token, he can use Mind Control as a free action. He takes no damage from this use of Mind Control and he and his target modify their attack values by +1 this turn.

My main concern is whether or not the +1 to their attack values occurs before or after the mind control action. IE does BV get +1 to his attack value to aid him with the roll to see whether or not he successfully mind controls someone, or does it give each of them the bonus after the the mind control was successfully done.

Another follow up question; Can mind control only be used to an opponents characters? I could have sworn I read somewhere about MC your own characters to basically give them additional actions, however Mind Control referenced in the Powers and Abilities card reads as if it only intends to be used on an enemy.

As soon as you target an enemy figure the bonus will kick in before the roll.

You can only MC opponents characters but you probably have been hearing about Mole Man. He has a special MC that only works on monsters but you can target your own characters with as well. He's very popular right now because the new Spider-Man set has a whole lot of cool monsters.

From the wording of the power, it describes what happens when he Uses his power, so +1 to both of them that TURN. it never says you have to hit first or it happens after, so...
This also means if you hit OR miss, and someone else MC's them, they keep that +1.

And as for your followup question, unless something specifically states it, you can only target opposing figures with attacks.

Yes, he would get +1 when he uses Mind Control (at least, that's how I ruled it).

Generally, you can only Mind Control opposing characters. There are a few out there that have special powers allowing you to Mind Control friendlies also (GG Mole Man being the first that comes to mind). In Golden Age games you can also use the feat Compel to Mind Control friendlies.
