Should the Player's Guide include every character with thier Keywords?

Yes... listing everything out makes for good referencing in case you don't have access to the character card for some reason or there are keywords changed via errata

Isn't there already a document that Harpua has in his sig with all the keywords in it? I don't know if it's sortable by characters, though.

Harpua's document is by keyword and is not official. That's my "other" vote:
We should have a keyword document that has both a "by keyword" and "by character/set" sort in it that includes all figures. But it should not be part of the PG IMO. Every time someone wants to whinge about how much errata the game has they point to the length of the PG, ignoring the fact that the majority of the document is not errata.

I agree. This will be my other vote. Not part of the PG, but an official document.
