No, Out of curiosity why would you think it does? This game is based on doing what the rules say. Very seldom, if ever, is anything left to being implied. If it doesn't say it, then it doesn't happen.
Let me rephrase. It doesn't IMPLY that you use the unmodified value. It SAYS you replace and then you modify. What does that mean, if not do the replacements first, then the modifications?

Replace then modify doesn't prevent gideon from replacing HIS value with someone ELSE's modified value. It matters for calculating the SAME value. For example, if you perplex up Gideon's range by 1, and then use his power to replace his range with someone else's, you'll get the replaced range +1 as your final calculation, because you apply the replacement first, then the modifier.

You must declare it, though frequently it will be assumed.
