Where's the 17 DV or better AVs that would have made Polaris worth her points?

You're really not getting much for your 26 points more than the Rookie. I'd stick with the R.

Better than I first thought. She seems to work well my SI Doom. stand back and destroy from a distance, you her forceblast to keep the gnats away from doom. repeat

this will be the TK'er for my horsemen team the new hulk and wolverine will love her.

The 4 damage, Horsmen of Apocalypse keyword, and X-Men TA make her usable, but those are her only saving graces. The keyword makes her 26 points better than the rookie in my opinion.

How is she not comic accurate? This was the supposed Daughter of Magneto, and with these powers she certainly is Mini Mags. Great on any team she plays on for me.

While TK can be had with this level of protection for far cheaper, Polaris is more of a back-up attacker who can make legitimate threats against enemy tentpoles. Drop something like Not So Special on her to give her soft attack value a boost into respectability and always choose two targets when you can to maximize on her excellent damage output. With range values being reined in lately, she can often stay on the fringes of the fight without too much risk, and she has resources to rebuff both close-up and ranged attackers. Fragile, but still workable.
