Yep, she will get you a first class seat on her plane if you are Birds of Prey or a soldier, otherwise it's just a piggyback ride.

If she carries one Birds of Prey keyworded figure, and 3 soldiers, would her speed be -2 or unchanged?

The wording doesn't specify carrying multiple BoP characters, so my guess is as long as you're carrying at least one Birds of Prey figure, you don't modify her speed.

She basically has three different levels of carry: She can carry anyone like normal. If every character she carries is a Birds of Pray and/or a soldier, she can carry 4 such characters. If every character she carries is Birds of Pray then she doesn't modify her speed value and ignores the carried characters speed symbol.

But nothing in the skill specifies that all four characters have to be Birds of Prey, though.

She can carry a figure normally, but can only carry up to 4 IF they have the keywords.
