Clairvoyance: Madame Web can use Super Senses. Once per game, give Madame Web a power action and place her within 4 squares and line of fire of any friendly character.
Heed My Words: Before a friendly character within 4 squares and line of fire makes an attack roll, you may choose a number from 2-5. If the chosen number comes up on either die, increase the attack total by 1. If it comes up on both dice, increase the attack total by 3.
When using Heed My Words, is this bonus capped by the Rule of Three? For example, if I have already used Perplex to increase Spider-Man's attack value by +2, and then the chosen number comes up twice on the attack roll, will Spider-Man only net a +3 bonus?
Heed My Words does not modify any combat value; the Rule of Three is concerned with combat values only. Instead, this adds a 1 or 3 to the attack TOTAL... that is equal to the attack value + modifiers to the attack value + the attack roll. All this power does is add another element to that: attack value + modifiers to the attack value + the attack roll + Heed My Words bonus.
In your example, let's say Spider-Man's attack value was 10 and the number you choose was 4 (so to have it come up twice, you rolled an 8). We've now got:
10 + 2 (from the Perplexes) + 8 + 3 (from Heed My Words) = an attack total of 23.
