I had all the Fire Emblems and Final Fantasy: Tactics in the Original post. I have all of the American versions as well as ROMs of several of the Japanese versions. I love them, and played through both GBA versions about 20 times each.

Advance Wars, Fire Emblem, XCOM, and FFT. Closest I can say to Heroclix is Shin megami Tensei, but note that it should be taken with a grain of salt. As in, it could offend some people.
I loved these kinds of games too, been playing these type several years ago. A lot that I have played are actually Chinese games (just like Fire Emblem) in Chinese language. Unfortunately, I do not know their English titles.
However, I have played Battle of Wesnoth for over a year now. Done every campaign and I highly recommend it. It's really the same game play as these Chinese games using western fantasy theme.
Definitely! I play through the game from time to time. Mostly when I need a MK fix. The game plays so much like the tabletop version. One of the best physical to video ports I have ever played.
Thirded. Should be cheap to find, too.

Didn't read all the responses since I'm short on time, but Gladius for the original X-Box is an amazing game exactly like what you're describing. Check it out. I spent countless hours playing it years ago.
