The HeroClix starter set used to come with a rule book and a short pamphlet titled the Quick Start Rules. When I say "used to", I mean waaay back when. You know, I really liked that pamphlet. It was a way of getting people interested in trying out the game without the problem of having to show them a thick book full of tiny text, with the message being that the game was kind of complicated. I don't think it is (look at the rulebook for Warhammer 40K, for instance) but sometimes appearances are deceiving.
I think the game is easy to pick up, but there's people out there for whom it doesn't look that way at first. I think they'd have fun playing the game too, if only they could be enticed into playing by a more friendly-looking short rules summary. So I wrote one up. It still ends up being six pages long. I made it to help a new player get into a game against a player with moderate experience, not as a complete rules resource.
I'm hoping to see more new players at my venue, maybe in the fall because it's a college town... so I'd like to have something short to offer people before asking them to dive into the full rules. If someone goes to the HeroClix.com rules page and downloads the first file listed under "Core Rules", do you know how big that file is?
If you read my Quick Start doc all the way through and have some thoughts on omissions, editing or the way the information was organized, I'd like to hear about it.

Nice. There is a SUPER basic rendition of the rules in the fast forces packs. Its a 2 sided sheet pretty much that explains the bare bones. Your doc bridges the gap between that and the full rules
I agree with the OP and would even go so far as to suggest that the cards of the Starter Pack or Fast Forces figures come with short descriptions of how the powers work, kinda like how the Free Comic Book Day Figs are.
Just got back into the game after a 3-year hiatus. Things are looking fun. Can't wait for the Mighty Thor set to release.
They gave it the term "non-collectible". Interesting.
In this case, "non-collectible" means that the two figures will have the Purple Ring that makes them illegal for tournament play. You would have to consult your local judge to ensure that they are legal to be played in events.
This decision was explained as a way to prevent those who would buy it solely for collecting purposes from buying up all the stock, when this is an item that a store would want to keep a couple of on hand for demoing purposes.

I suggest that you click the link in my earlier post. Exactly what you're asking for is being implemented!
