can you assign a feat to somebody who has the requirments for the feat as a trait, such as super strength for rip it up?

Yes, you can.

1) Any feat can be assigned to anyone. Then during the game, if that figure is able to meet the prerequisite it can use it. A great example is that you can put Automatic Regeneration on any figure you want, even one without natural Regen. Then if you pick up Regen somehow, say by the Infinity Gauntlet, yo can use the Auto-Regen feat with that.

2) Rip It Up is no assigned to a character. You pay a flat 20 points one time and EVERY figure on your force can use it when they have Super Strength.
