Still new and i have read the post and the clarifications on Heroclix site here is my question

Can they draw lines of fire to one another?
Normally no.

Under normal circumstances, the character on elevated terrain must be on the edge of said terrain in order to draw LoF to and from a lower elevation.
The elevation rules in this game are very simple in that they are very exact rules that do not mesh with real life or rules of games that try to mimic real life.

The bold is incorrect. The LOF is not clear from L1 to L3 if it crosses L2, but I can draw LOF between characters on L1 and L100 as long as there are no elevation levels mapped between them.
