Ok. So basically if I have a Range of 7+ and the outwitter has a range of 6 as long as I'm out of their range but in my range I can attack? Are there other possibilities?

Lots but they're mostly strategic and not power specific. Being in Stealth will prevent Outwit (even if adjacent). Using another character to block Line of Fire to the character you want to protect from Outwit. Using blocking terrain to block LoF. Using your own Outwit to turn off their Outwit (if you Outwit another Outwit, whatever power that other Outwit countered will no longer be countered).
They groaned, they stirred, they all uprose, Nor spake, nor moved their eyes; It had been strange, even in a dream, To have seen those dead men rise.
Ok. How exactly does Outwit work? If you don't mind me asking.
I'm not sure what you mean? It works as written in the PAC.
You chose a character that's within your range or the minimal 6 and to whom your line of fire is not blocked and select one power that they posses. That power is treated as if it doesn't exist until the beginning of your next turn or your character loses Outwit, whichever comes first.

Oh ok. That makes a lot more sense. I didn't understand the way that it was printed onthe PAC. Thank you for helping with that. You my friend are a blessing.
@KGB: The Fast Forces packs do they come with the rules and and a PAC? I am asking becuase I've been looking at them a long with the Starter sets and I can't find anywhere that says the Fast Forces Packs come with the rules and everything like a Starter Set.

Fast Forces normally do not include rules and a PAC list. Currently, only the Superman Movie started pack has the current PAC and rules. Anything before that has old information include which is no longer correct.
If you just want to read through it, you can get the latest rules and PAC directly from the HeroClix website here.
If I have an iPhone and would really like to download the rules well actually the PAC. where would I go for that?
Click on the link I posted. On the new page you'll see links to various PDF's, including the newest PAC and rules, that you can download to your phone.
I would suggest saving them to your iBooks as it seems to run PDF's better than Adobe on the iPhone. At least that's the case wit my iPhone 4S
