The idea of "pay to win" only applies to games that are free to get into. The entire structure of Heroclix is a "pay to win" structure.

It won't be necessary anyhow. It's a piece in a special set, not at all unlike any Fast Forces, so it makes sense that you're not just going to pull it in a booster. As for his ability, it's pretty crazy, but not exactly a game breaker. Most people using Resources can't run a relic anyhow, so the 'metagame' won't change significantly due to him, and even with the hammers, if they don't get a power action to pick it up, 50% of the time they'll still miss the roll and fail to grab it. I like him a lot!

Well thats no totally true, the book is a resource that uses relics. I admit he dusnt completely change the game but he does make the book of skulls more efficient.
