Incapacitate and Walls/Blocking Terrain

Can I target walls and blocking terrain with Incapacitate?

I was wondering with FI Hawkeye and Stunning Blow, Incaping someone and destroying blocking terrain at the same time...

You can't target a character and terrain at the same time, generally speaking. I think there is a single Iron Man whose power allows a player to do that targeting, but that's just the one piece.
