I don't know if this has already been discussed, but I need answers, or better yet, ruling on this one.
Psylockeslover claims in his review for RCE that this still cannot be combined with Running Shot. This was pretty clear in the old rules, but I think this needs a second glance this time.
Indy clix rule book states:"Ranged Combat Expert (optional) :Give this character a power action. It may make a ranged combat attack against a single target. If this character does so, increase its damage value by 2. This character’s damage dealt is not increased when using objects as weapons. No other powers may increase this character’s damage value or damage dealt when this character uses Ranged Combat Expert."
Psylockeslover's response:"The first time I read this, I said “WOW! It says nothing about using this with powers that do not alter the damage dealt! IE: Running Shot!” But after a closer look, I saw this: “Give this character a power action.” So, RCE is an action in and of itself. Still no RS/RCE combo. "
Looking at the Indy text for RS it says:"RUNNING SHOToptional): Give this character a power action. It may move up to half its speed value and then make one ranged combat action as a free action"
To me this is simply tells me:"Move for one power action and make a ranged combat action without using another power action" This would in my opinion certainly allow RS+RCE!
I'll give a few examples to contradict the opposite:
With the old rules you could combine every ranged combat action with RS. Only exception was RCE. If Psylockeslovers opinion on RS/RCE-combo is correct, you can not use RS for more than regular(without most power&abilities) ranged combat attacs. Both Incapacitate, Energy Explosion, Mind Control would be prohibited after a RS because they are "an action in and of itself". Experienced Archangel can then not make a running shot and incapacitate two enemies. If this is true, I don't think that was intended by Wizkids. I can hardly believe that RS can only be combined with actual free actions like outwit and perplex!
If we look at the wording on mind control(still Indy rules), it says:"Assign each target one free action". This resembles the text for RS:"..make one ranged combat action as a free action". I think most of us agrees on that if you mindcontrol an enemy it is obvious that you can use all this characters power and abilities. I can hardly believe that MC'ed figures only can use their actual free actions like outwit and perplex!
Calypso MC's Meteorite. Calypso can then use Meteorite's RCE to attack one of her former friends "as a free action" according to the MC text. Uhu? If this is OK, why cannot Hawkeye make a RCE attack "as a free action" as a closure to his RS on som baddie?
I don't know if these issues have been discussed before or what Wizkids intenition with RS/RCE has been this time, but as demonstrated I see inconsequenses in the wording in the PAC if Psylockeslover's interpretation of the rules is the right one.
PS! I don't write this because I WANT RS/RCE to be allowed, but I need a good explanation to why it supposedly is not, because the PAC tells me otherwise.
Hope you can help me with this one. Psylockeslover's thoughts himself will be especially welcome.

Running shot (minus the fancy wording about what it does) requires a Power action, and will get you a Ranged Combat Action for free.
With this free Ranged combat action, you can do anything that the PAC states requires a Ranged Combat action. This includes Incap, MC, EE and PulseWave.
Since (by itself) Ranged Combat Expert requires a Power Action to start it... it is not a valid choice for your 'free' Ranged Sombat Action of the Running shot.

Thanks. I'm slightly embarrased that I didn't see the difference between ranged combat action/ranged combat attack. I've been away from Heroclix for almost a month so I'm trying to catch up now

Only thing to correct is that MC actually requires a power action, and so even should a figure have both RS and MC on the speed slot, MC could not be used as RS's ranged combat action.

See, i knew someone had my back if i made a mistake. =]
This time its a little more plain than the Ranged combat Attack VS Ranged combat Action. This case is Ranged combat Action vs Power Action for RCE.
Where it gets very technical is Flurry& Incap. There it is the difference between Close Combat Action and Attack that means a WORLD of difference.
