I am sure this has been discussed many times but I hear different things so I want to get a definite answer.

First regarding avengers prime-iron man in the vanguard. It states that they can use perplex, running shot, and ranged combat expert. Does this allow them to use running shot and ranged combat expert during same action?

Second regarding magik-soul sword. This is basically the same type of question. She has charge and her power lets her use blades and exploit weakness. Can you use those powers all together?

1) No, Running Shot requires a Power Action and grants a Ranged Combat Action as a Free Action. Ranged Combat Expert is a Power Action. Since both require you to give a character a Power Action they can't be used together.

2) Yes, Charge is a Power Action and Grants a Close Combat Action as a Free Action. Exploit Weakness is a Close Combat Action that you could use during Charge. BCF activates when you give a character a Close Combat Action. So they can all be used together.

In both cases it means the characters have access to all of those powers. But it doesn't necessaraly mean they can combine all the powers in a chain if doing so would otherwise break the rules.

In the case of Avengers, both the Ranged Combat Expert and Running Shot require a Power Action in order to activate. Since you can't use a single action to pay two separate costs, you have to choose one or the other to use.

In Magik's case you actually can chain all three together. You give her a Power Action to activate Charge. Charge then gives you a Close Combat Action which you can use to activate Exploit Weakness. And Blades can then be used because Blades is a triggered ability that triggers whenever a character takes a Close Combat Action which you did use from Charge in order to activate Exploit Weakness.

The SP's give you the choice of which power to use, but you still must follow the rules for the powers. You cant use those together.
