No, because Magneto's Magnetic Shield kicks in when he becomes a target, which means when you draw LOF. At that point you're ignoring game effects he's using, including Magnetic Shield.
Rep. Thank you, I didn't realize we still had the distinction between lof and target with the aoe in effect. I had too much old concept in my head.
As I read Area of Effect, the Rulebook explains what it is and how it functions, but does not detail how to determine what the AoE is. AoE, when used, is defined by the effect that is generating the AoE. If it is accurate that the AoE will be independent of a Character's Combat Values, then this should be addressed in the description of AoE in future prints, or at least warrant a Player's Guide entry.
As it stands, I see nothing in the Area of Effect Rulebook entry that states or implies "independance" from Combat Values.
It isn't independent as in it has no relation to them. It is independent in the same way that two related values are independent. It is simply a number, a variable, some value that is calculated based on whatever the power calls for. But no matter what it is, when it is calculated it has no impact on the numbers it is calculated from. They are not changed at all during the process. This is why there is no replacement for them, they start and end the same value. This is why they are independent.
The wording of the new power imo could probably use some rewording. If nothing else just move the part about ignoring game effects to the front of the sentence instead of passed half way.
My biggest issues with the current wording is that you still need to have an opposing character in your aoe to activate but you can't ignore until you have activated so characters that prevent lof or modify it will likely continue to cause confusion as long as the ignore effects portion of the power is hanging out in the bottom half of he wording.
