Can Black Queen heal 2 clicks with 1 Mind Control?

Black Queen's trait (VAMPIRIC DRAIN) states that she can use Steal Energy when she uses ranged combat attacks. Her PSYCHIC VAMPIRE power grants her 1 click of healing when she uses Mind Control.

A ranged combat action can be given to a character to activate a ranged combat attack that targets one or more non-adjacent opposing characters...
So Black Queen can be given a ranged/close combat action in order to activate Mind Control. She then makes a ranged (or close) combat attack against the target. Her VAMPIRIC DRAIN lets her use Steal Energy with this attack and Black Queen heals 1 damage. Then at the resolution of the action in which Black Queen used Mind Control her PSYCHIC VAMPIRE kicks in and heals her an additional 1 damage. Meaning Black Queen can heal to click 2 on one Mind Control attack.
Each time an opposing character takes damage from a close combat attack made by this character, heal this character of 1 damage.
Mind Control deals no damage. So since no damage is being taken she would not get to use Steal Energy.
