A hypothetical situation a player sent me on facebook.
General RAAM is equipped with the Utility Belt, but is on click #5, so hhe doesn't have his attack SP showing. His player uses a power action to activate the Gas Pellets/Smoke Grenade on the utility belt:

Give this character a power action to use Smoke Cloud until your next turn as a free action. When the hindering terrain markers are removed, deal 1 penetrating damage to each opposing character occupying or adjacent to any of the removed hindering terrain markers.
And then gets healed so that his attack SP is active again.

Once per turn, if General RAAM has no action tokens he can use Smoke Cloud as a free action until the beginning of his next turn. At the end of your turn, roll a d6 for each opposing character occupying a square containing a hindering terrain marker placed by General RAAM, and on a result of 5-6 deal the opposing character 1 damage.
Hes given a power action to use the Pellet version. So hes got an action token, and therefore cant use his special. He would have to be cleared...then use the free action in his Special first...then can be given the Utility power action to use the Pellets for free later.
And, in doing so...I believe his Special will apply to all the Smoke Clouds placed, even the Pellet ones, as that roll takes place at the end of the turn, not the action..and doesnt specify its only for that power
If TROIKA BLASTS AND CLOUDS OF KRYLL is showing he can't use Pellets/Grenades at all, so I can't see a situation where both placements of smoke are active. However, if he used Pellets/Grenades and then the dial turns to show TROIKA BLASTS AND CLOUDS OF KRYLL then the end of the turn effect should still trigger. As xhulksmashx says, the text doesn't tie the roll to any particular source of Smoke, it just cares that he placed it.

If you managed to begin the turn without his SP and then somehow reacquired the SP, like in your example, you are correct that the smoke cloud will "change" in that it loses the gas/pellets effect (unless he re-loses his SP before the start of your next turn) and gains the SP effect that damages at end of turn. Neat combo you found there.
