There are a few for sale in the Auction House. (No surprise there).
As far as I can tell, it is the GSX Sentinel Mark V dial (the grey and blue one from the super boosters), with a few minor tweaks: The speed SP is gone and has been replaced with standard Outwit (and consequently some Enhancement has been lost). The attack SP reads:
Frigi-Beam Sentinel can use Incapacitate. When he uses it and hits, until your next turn, the hit character's speed powers are countered, it gains "boot speed symbol", and that character must break away for movement purposes.

Comparing it to the GSX version, the numbers are identical except for the last two Defense Value numbers (each "14" in HCO and "15" in GSX)? Huh. That's odd...
