sorry for the resurrection here, but i have something else to throw into the mix.
what about nerkk in water with the shrunk bfc.
if i want to PW with him, can I do the following as the active player choosing replacement effects:
1) Halve my range to 2 per the BFC (replacement)
2) Increase my range to 10 per Nerks power (replacement)
3) Cut range back to 5 for a PW per the AoE for PW
or, must I:
1) Increase to 10
2) Halve to 5 (BFC)
3) Halve to 3 (PW)
Hrm...That's a bit of a toughie. You would be able to order your replacements for range, so halve first then take the 10 second. The tricky part comes with the AoE.

So, if Nerkkod Pulse waves, the following is the series of events that would maximize the radius:
1) Halve range to 2 (BFC)

3) Halve to determine AoE (5)
4) Halve AoE to 3 (BFC)
The question becomes whether or not the AoE is an "effect that has a range". I'd say yes. The number you get from halving your range value doesn't make sense as anything but a "non-range value" range.
Can we get a confirmation on this? Pulse Wave's AoE is listed as:
the area of effect for this attack is half the character’s range. Draw lines of fire to all other characters within the area of effect
Area of Effect is:
An area of effect allows a power or game effect to target more than one character. Characters within the area of an effect are affected even though they may not be within the character’s range or line of fire.
The italicized part lends itself to the possibility that an AoE is not a Range, even though it uses a Range Value to determine itself. Pulse Wave just targets characters within a number of squares, that number determined by Range Value instead of a set value. Similar to Telekenesis, it has a limit of effectivness determined by a number of squares, 8, even though it is not a Range of 8.

Area of effect uses range value, but it isn't itself a combat value of any kind.
For PW, the area of effect is equal to half the user's range value. So you need to figure out what that range value is (including all replacements and modifiers). Once you know what it is, half of that is the area of effect.
To clarify, the Area of Affect for Pulse Wave is not a Range, just a number of squares away from the Pulse Wave-r (that just happens to be determined by the character's Range). Yes?
