HOWEVER Because of the way Selina Kyle's power is worded she can steal them:

So when using a Ring FROM THE Power Plant characters who affect figures that are "assigned" relics would not be able to affect people WITH RINGS. HOWEVER People that affect characters with Relics on their cards would be effected?
Or am I just drawing an imaginary line?
THEN IF This distinction DOES Exist what about cases like with catwoman:

Now characters would not be able to use the effect of the Power Plant....does being able to use the Rings since they use the effects like relics but ARE NOT ASSIGNED allow them to continue the usage of their rings?
I only ask because the similar resource of the Book specifically states it's

Unless specified otherwise, a character may only be equipped with one Hammer. If the friendly character does not place the relic on its card this turn, then for the remainder of the game, it is a relic as described on its card.
Minor HOW DOES IT WORK Question:
Matter Re-arranger...so I can choose any square on the map...like a printed square of clear terrain and plop down water?
IF SO do I just use a special marker to indicate water? Or...how does that work?
ANd effectively I could throw a ring on Mandarin through his trait...or on a figure through the plant...just sit there and keep whipping up squares of blocking...?

You can use whatever you want. Specials work, coins, beads, or cut different color pieces of paper into 1-1/2" squares.

Does placing a ring on a card mean the ring is assigned to the character and will key off game effects that refer to assigned relics like the examples he quoted.

Just to try and help out I think the OP is asking is this:

I'm pretty sure that it does. The general rules for relics don't use the word "assign," and all those things work on them. So I don't see why the Power Plant would be different.

Not quite. "Assign" is a term that's used pretty generally, regarding feats, relics, resources, atas, and probably some other things that I'm not thinking of.
"Equip" is only used very specifically for the Book of the Skull, so I don't think anything else can cause something to count as "equipped."
