Tried searching for this bit had no luck. When the gamma bomb goes off, is it affected by elevation? Ie I the bomb is elevation 1 and goes off does it affect people of elevation two? I know pulse wave is affected but wasn't sure if the bomb was as well.

It does not draw line of fire. It just hits everyone within the given range. So elevated terrain will not protect characters.
