I have to applaud the creativity shown thus far with the Superman and the Legion of Superheroes set. I am disappointed in Bizarro's raw speed values, though I feel that due to the constantly changing nature of his dial it would work out in the end.
I'd have like to have seen a further aspect of the trait dealing with his Orrazib tokens that increase his damage value by one if he had six to nine tokens remaining and by a further one if he had ten to twelve tokens remaining. Overall though I like the oddball mechanic they have come up with to represent the character.
I like him, especially at lower points to give outwit around to other Metropolis villains I just think he seems too powerful to me with how much it takes to kill him. Since every time he takes damage, you only remove one token (unlike Obnoxio who functions similarly, but takes 1 token per click of damage dealt). So a 300 point Bizarro takes 12 instances of damage to take out. It certainly isn't impossible (and made much easier with flurry/duo-attack, poison, lots of little hits), it just feels way too difficult.
in a game where 1 powerful alpha strike can cripple or kill an opponent this guy breaks the rules a bit too much. on top of having super senses, shape change and impervious his orrazib tokens turn any quantity of damage into slightly less than one (since most dials have 11 or less clix). With his variable point cost, durability, high damage potential, and superman enemy TA this guy is going to see alot of play
Wizkids really needs to start applying the "broken test". It's simple. Just ask the question, "Will this require a specific team just to beat it?". If the answer is yes, then don't put it in! Why does he need shapechange and super senses!? Is someone on their design team a giant fan of Bizarro? Seriously, it's insane.
Sigh....will there always be at least one figure in EVERY set that merits whining and broken accusations? Seriously....spiral did something unique and cool. Enough incessive winning ensued, several ##### petitions later and she has been gutted inside and out. Bizzaro will be the next centerpiece for this years player base whine-fest. Let the festivities begin!
Seriously with all of the griping going on no one noticed this dials 'balance factor' bizzaro has a consistent yet seriously underwhelming damage values.

True, 300 is way too much to pay for stats like this. However, in 300 Modern I could see playing him at 150 or maybe 125, with Book to give him a Hammer for consistent powers and +2 attack, plus some smaller pieces for support powers like TK, Outwit, Perplex, and PC. That said, Book is really the broken thing in that equation.
What separates the "Bizarre" from the "Obnoxious," is that Biz only removes one token from a huge pool when he is dealt damage, regardless of the amount dealt; Obnoxio's only in the play for 7 cumulative damage.
At 275 points (11 tokens) with Alfred Pennyworth (BMFF), he's going to be a pain to deal with against most teams. Not every attack is going to hit and/or deal damage.
Your only sure bet against him is a LAMP-style (Poison) team and/or Joker Gas.
