When Matt Murdock uses this can he use it to counter an SP granting Stealth, Outwit or Perplex? And likewise, does it counter JUST that part of it, or the entire SP?

He can only counter those powers, a SPECIAL would not work unless it granted "Possession" of the power and then it would be just that part.
