1) I know that fliers ignore elevated terrain when moving, does that also apply to attacks? E.g. can a flier at level 1 do a ranged attack against an opponent character at level 2 (not adjacent)?
2) if the answer to question (1) above is Yes, then can what if there is a player with prob control on level 2, that does not fly, and does not have line of site to the attacker. Can they use their prob control to counter the fliers attack? e.g. since the flier would have had to fly to make the attack, creating line of site?
1. Improved movement is not Improved targeting. You cannot attack characters from a lower elevation to a higher elevation if the line of fire is blocked for some reason. There are some situations where you can attack from grounded to elevated and some where you can't.
2. If the attacker has line of fire to the target with PC. The PCer can most likely draw line of fire to the attacker to PC the attack. But it is possible your PCer could not PC the attack.
