Reading the rules about it I couldn't realize a detail: to assign a feat to a character, when the prerequisite is a standart power (ex. Plasticity), is it necessary to have that power in the 1st click or is it enough possess in any part of the dial?

Prerequisites are only checked when you would actually use the feat, not when you assign it.
For Example, you could assign automatic regeneration to 001 Iron Man
iim001a V Iron Man
Team: S.H.I.E.L.D.
Range: 8
Points: 300
Keywords: Armor, Avengers, Illuminati, S.H.I.E.L.D., Scientist, Stark Industries

but he could only use the feat on clicks 8 or 10, unless he gets regeneration from another source somehow. If he picked up regeneration from something like Angrir's hammer, that would let him use Automatic Regeneration at any, since it would let him meet the prerequisites.

You could assign Auto Regen to a character that doesn't have Regeneration anywhere, then give them Angrir's hammer and be good to go, right?
