Hope Summers from WAXM has a power that reads:

Could she use powers granted to an adjacent character by a Phoenix Force fragment attached to the resource? What about when a fragment is assigned to a character as a relic?

There isn't any distinction between possess or can use, so it's kind of fuzzy for me.

I can answer your second question with a no. Outwit only works on powers POSSESSED, not CAN USE. So no traits, resources, etc. unless it specifically states that power is possessed.

It has been previously ruled by the oranges that Hope can only copy possessed powers, so she can't copy powers that a character can only use through a relic (or any other means).

This has been ruled several times. She can only copy POWER POSSESSED. So if a figure has a Trait/Relic whatever that says the character POSSESSES the power, then she could copy it (these are faaaaaaaar and few between). Any Trait/Relic/Resource that says the figure CAN USE will not be able to be copied by Hope. Outwit is just about the same. You can outwit a power Possessed, but not a power someone Can Use.

So Hope couldn't use Cable's:

Because it says he 'can use'? So it's not so good with special powers, but better with standard powers.

I think that she could copy the power b/c he posses that special power.

So confusing!

When Hope takes the free action, take the four powers that are on that character's dial. Hope can use all of those powers. If they're a special power, replace all instances of their name with hers. The end.

It is, at first. He POSSESSES Timeslide. And THAT is what she is copying. NOT P/T and S/C.

So if her power said something like "Hope can copy Standard powers that a friendly character Possesses" then she wouldn't be able to copy Timeslide as it isn't a Standard Power. And she wouldn't be able to copy the standard powers of P/T and S/C because they aren't possessed.

So she can't use Phasing/Teleport and Shape Change from Cable, but she can use TIMESLIDE, that allows her to use Phasing/Teleport and Shape Change.

In the same thought of Outwit. You can't Outwit Cable's Phasing/Teleport and Shape Change because he doesn't possess them. But you can outwit TIMESLIDE, which he possesses, and that would stop him from using Phasing/Teleport and Shape Change.
