If he has charge from a hammer, can he make two close combat attacks?

Yes, one from the Charge, a second after the charge resolves.

Can he use outwit before taking the free action (whether he charges or moves normally)?

No, he would need to complete the free action before any other actions.

To support that, from the current PG:

The phrase “after actions resolve” means that the effect does not
occur until all currently active actions have resolved. Once the
currently active actions have resolved, anything that happens “after
actions resolve” occurs immediately, in an ordered decided by the
active player.
