Can a character carry 2 Tiny characters without -2 to movement?

No. The Tiny Size ability allows the other character to use the modified version of Carry only on one tiny character. If you want to carry two tiny characters you need to carry the other one with the character's regular Carry ability, which gives the -2 modifier to movement.

VanisherPunisher, I have a quick question about the Carry ability. After being carried, you can't be given a power action correct. But what about a Free Action. (I'm sure this has been answered to death about Brother Voodoo, but I have never played him before.) So if Brother Voodoo was carried and had exactly 1 action token, would he then be allowed to use MY SPIRIT BROTHER POSSESSES YOU: When Brother Voodoo has exactly one action token, he can use Mind Control as a free action. He takes no damage from this use of Mind Control and he and his target modify their attack values by +1 this turn.
