So i have a question about the zur en arghs prob control. does it just work on his turn or does it work the normal way and just heals him if its on his turn? or whenever the hit is doubles?
Since it doesn't say during your rolls or the opponents rolls, I would have to go with both times. Your roll on your turn and their roll on their turn.

hmmmm..ok i have heard both ways now. a judge from my venue says it only works for him and well you say otherwise. now the judge was not making a ruling per se i was asking him in general. so does that mean its a ruling? or do i have to appeal to a higher authority?

Technically, your local judge is the highest authority. What he or she says goes. It is their ruling.
That being said, the way you will find it played at a Wizkids-sponsored event, or an event judged by someone following a strict interpretation of the rules, is that Batman of Zur-En-Arrh can use Probability Control on either player's turn. He even heals 1 damage if he accidentally Probability Controls an opponents roll into doubles that hit.
