When the Watch List rulings came out, it was ruled that a bystander token could no longer become the pilot of a vehicle.

I can't find that rule addition to the new Player's Guide or the 2014 Rulebook. Is that still the case or did this ruling get reversed at some point?

Unless the bold part here is meant to distinguish between a figure (with a base) from a bystander...

PILOTED VEHICLES A friendly character adjacent to a vehicle in Piloted mode can be given a free action to become the vehicle's pilot. A pilot must have the or symbol printed on their base, must be the same size as the vehicle or smaller, can’t use Battle Fury, and must have begun the game friendly to the vehicle’s force.

...it would otherwise appear that Bystanders can still become pilots.
