I do agree with you on the dial, it's rockin'. Give him two friends with Invuln/Imperv and suddenly you have to do 5 damage just to deal this guy one damage.

Not to get into a rules debate here, but my guess is the intention may have been to mess certain mechanics. For example, Mind Control cannot give a double power action as a free action. I don't know if it nerfs working together or any other power actions as a free action mechanics.
All in all, he seems like he has a lot going on and I'm not sure he focuses on a role well. It would certainly be interesting to see how he does in the front lines. I do wish he had the improved targeting of the Days of Future Past Prof.
That said, it seems he hinders your opponent's advance and would do well with a pair of 149 pt or less characters with enhancement (and/or perplex), damage reducers, and a decent range.

"must take double" means that they may, as soon as they are able take double power actions.
You're over-thinking it. "Must be given double power actions *instead of* power actions" says it all. Are you taking a Power Action? No, so you "must" not do anything. Yes? Then you *must* take a Double Power action instead.

It would definitely mess with Power-Actions-as-Free-Actions, because a Power-Action-as-Free-Action still counts as a Power Action, so you'd have to take a Double PA...but since you can't take Double PAs as FAs, you're screwed. He's a more expensive, not-quite-as-devastating, Modern pseudo-replacement for Leech. But unlike Leech, he has some uses other than "annoy the crap out of your opponent". He's a very tactically useful piece, considering how easy it is to add Charge and Running Shot these days and those still require PAs.
That mastermind power is great. Imagine he has 2 guys behind him with invuln or impervious, even dealing 4 damage means he can split it 2 and 2 and everybody gets to laugh :)
You know what's going to be fun? Mind Controlling an opponent adjacent to the Professor and then utilizing his Enhancement or Empower to make the turncoat hurt its friends harder!

I imagine the reason it's not worded that way is because action tokens are given upon resolution of an action, so you wouldn't be able to so much as move within 8 squares of Professor X without getting two counters.

Well, there is that and the fact Multiattack would be even more brutal then it is now.

This would change the power altogether. It only effects power actions. If it were worded the way you suggested then characters who are incapacitated would be receiving two action tokens instead. Doesn't really make any sense now does it? Besides what about colossals or the masters of evil TA? They CANT receive more than two action tokens. What if a character already had ONE token and performed another action? They can't receive three action tokens.
The "double power action" wording actually makes his power more efficient. As characters can only activate power actions as a double power actions....its completely different than just assigning two action tokens. Besides...there are actions that aren't power actions....the wording is fine. Your suggested change would've forced an errata.
I know it's a bit of a taboo to bring up resources in a figure thread, but this guys seems fantastic on a team with the Phoenix Force. Colossus Fragment pairs with his special mastermind beautifully. Once the PF is complete, you can assign it to him and one other character with 3 fragments on the base for him to start with 3-bolt Energy Explosion as well.
"Professor X can use Empower, Enhancement, and Leadership. When he uses Leadership and succeeds, he may remove up to one action token from each adjacent friendly character with the X-Men keyword." Does that mean he could remove a token from someone with a higher point value who has the X-Men keyword?
