So which one wins out when you drop a hammer from the book of skull?
Professor-Professor X can use Mind Control and is not dealt unavoidable damage from it. Opposing characters within range must be given double power actions instead of power actions.
Splitlip-Friendly characters can use free actions instead of power actions to make a relic roll and modify their roll by +1 if not already modified by this effect.

I would say that Splitlip would 'win'. The effect starts when the game begins. Professor X's ability only works on characters who are within his range. At least, that's what I figure.
If Professor X is within range, then it will be a Double Power Action. Double Power Actions can't be used as Free Actions.

I believe the situation is that if he is in range to begin with, it becomes a double. The text on Splitlip doesn't say it isn't a power action. It says you "can use a free action instead of a power action." When you are in range of Professor X, it is a double, which doesn't qualify for the deal that Splitlip gives you.

I think if you're using hammers and Splitlip, you've already lost.
Depends on the event in all honesty. If I'm playing at a ROC or large Con you better believe I'm coming out with guns blazing. If it is a local event for LE Shrinking Violet, then yeah...
